В начале Гражданской войны [ Civil War] пошел на фронт с отрядом добровольцев-северян из Огайо [23rd Ohio Volunteers]. После войны учился на юридическом факультете Университета штата Нью-Йорк в г. Олбани. В 1876-91 член Конгресса США [ Congress, U.S.]. Губернатор штата Огайо в 1891-95. Инициатор закона 1890 о протекционистских тарифах [ McKinley Tariff], поддержал Закон о золотом стандарте 1899 [Gold Standard Act of 1899], который положил конец неограниченной чеканке серебряных монет [ free silver]. Проводил политику территориальной экспансии: после победы в Испано-американской войне [ Spanish-American War] 1898 санкционировал оккупацию Кубы (до 1902) и Филиппин (до 1942), захват острова Гуам [Guam Island] и Пуэрто-Рико [ Puerto Rico], присоединение Гавайских островов [ Hawaiian Islands], острова Уэйк [ Wake Island] и Американского Самоа [ American Samoa] в Тихом океане в 1898.
